Government Relations


Strong Hart Legal is able to handle government relations and public policy matters. The client’s public policy positions will be advocated before policymakers in ways that reflect the client’s goals and values.

Robin D. Hart, Esq. has exceptional skills in influencing, negotiating, and building relationships among those of varying levels and backgrounds. Her combined legal and political backgrounds enable the effective promotion of the client’s policy objectives among various entities, including legislators at the federal, state, and municipal levels.

Ms. Hart’s direct experience working in the United States Congress gives her first-rate government relations skills. She has demonstrated ability to monitor legislation and develop relationships between policy makers and advocates, the legal community, trade and industry representatives, and non-profit organizations.

Services

  • Advocate before municipal, state, and federal legislatures and agencies on the client’s behalf.
  • Work with trade associations, industry partners, non-profit groups, and other allies to promote and build support for the client’s policy positions.
  • Establish and implement strategies to communicate policy positions to key constituencies.
  • Monitor current and forthcoming policy issues of importance to the client.

LEGISLATIVE / GOVERNMENT EXPERIENCE


Simultaneous projects included, but were not limited to: increased federal contract opportunities for small businesses; worked to improve conditions for women in prisons; secured millions of dollars for cities, federal agencies, and non-profit services; organized conferences; otherwise responded to a myriad of constituent concerns. Major emphasis: small business and local economic development.

Key projects

  • Established exhibitions within the Smithsonian’s Air and Space Museum demonstrating the accomplishments of women and persons of color; most notably, the permanent and popular exhibit “Black Wings: The American Black in Aviation.”
  • Coordinated major Defense Procurement Conference: selected panelists, coordinated travel arrangements, provided forum for discussion and complaints, enabled small business owners to interact with contract officers and receive vital information re: contracting process with DOD and prime contractors (Lockheed, etc.).
  • Worked with Department of Defense to formulate regulations to implement defense authorization that increased contracting opportunities for disadvantaged businesses.
  • Supported HMO designation and development for Rockridge Health Care Plan and HEALS (provided low cost medical services to residents).
  • Worked to improve the conditions of women in prison. Secured $250,000 in federal budget to fund parenting centers in correctional institutions.
  • Assisted EBMUD in obtaining federal funds for improvements in East Bay sewer systems.
  • Assisted the Mayor of Oakland in pursuing a job corps center in Oakland. Was responsible for the designation of Oakland as a city for new job corps site. Facilitated meetings between Department of Labor officials and city officials.
  • Facilitated solution to $50,000 supplemental grant dispute between local organization and National Institute of Mental Health.
  • In capacity as aide to Member of Congressional Armed Services Committee, investigated DOD’s contracting performance with minority and women businesses at all military commands.
  • Worked with Secretary of Army to insure equal opportunity for minorities and women in Army apprenticeship programs.
  • Monitored Region IX’s progress in implementing Environment Protection Agency’s Minority Business Enterprise policy.
  • Secured $1 million line item in the federal budget for Office of Minority Impact of the Department of Energy.
